- Responsible and risk-based delegation of authority is an essential element of effective management.
- Ministers remain accountable for the overall performance of their portfolio organization.
Design
Design of delegation chart should consider the following in the context of the organization:
- Legislation
- Mandate / Program priorities
- Organization complexity and operational capacity
Approval
- Updated delegation chart to be provided to minister within 90 calendar days of appointment date.
- Existing delegation instrument continues to remain in effect until the updated one is approved.

The delegation instrument is comprised of the following three elements:
Chart
- Document under which the Minister and the Deputy Head formally delegate financial authorities to the delegated levels of the PPSC.
Table of Equivalent Positions
- Assigns specific organizational positions (not individuals) to delegated levels of authority.
Supporting Notes
- Explain the application of, and restrictions on, the delegated spending, financial, and other authorities for which designated persons are accountable.
- Amplify the application of authorities delegated by the Minister and Deputy Head through the Delegation Chart.
- The CFO reviews the Supporting Notes annually at a minimum.
- In addition to other authorities, the Deputy Head has the authority to effect transactions directly for minor temporary leases, licences, or transfer of administration and control, such as the lease of a boardroom or other small space in a larger office or building, as per the table below.
General Limits for Acquisitions and Dispositions
These limits apply to all departments or agencies unless replaced by special limits or conditions as specified below.
